Can a COBRAY FMJ black-powder derringer be shipped to a NON-FFL customer?

  I'm sure if the Federal boys don't consider it a firearm, you are safe. Carbella's ships blackpowder weapons to non-FFL's. HOWEVER, some states (and towns, like NYC) consider blackpowder weapons to be weapons that require all the attendant rules and regs. You would have to know THEIR rules.

  In California a few of the trouble spots are the City of San Francisco, the City of Los Angeles, Marin County, Napa County, Ventura and Napa Counties. There may well be others. Perhaps if you would simply mention where you wished to ship this pistol someone from that area would give you the information.
