On the top-right side of the cartridge lifter, there is a small flat spring secured with a screw that powers the cartridge cut-off,if this spring is broken or missing the condition you describe occurs, hope this is problem as it is an easy fix,

Thanks to Jody Commander for the reply. However, I checked with Numrich Arms (www.e-gunparts.com) and they said the Model 61 does not have the spring secured to the cartridge lifter as described. Apparently the Model 62 does. Anyone else have any ideas? Thanks.

It sound like the cartridge cut off is missing or worn. on the 61 there is an insert under the action bar at the front of the frame. Inside this insert is a small fish shaped metal piece that stops the bullets when the action bar is not in the full lock position. when you pull the handle towards you the piece of metal lines up with a notch in the action bar and the bullets push it out of the way and a bullet is released into the bolt. hope this helps.
