Cleaning of old Receiver finish

I am trying to help my neighbor restore an old Shotgun his father left him when he passed away. I am not sure what the material on the receiver is - probably nickel. The scroll work is exceptional, but the work does not stand out because the finish looks so "dirty". What is the best way to restore the "shine"/finish of the receiver? Is there a chemical or type of tool to use for this which improves the outcome?

  Well, if it's just dirt, grease, or possibly slight surface rust, 0000 steel wool with Kroil may work. There are a bunch of other similar methods for cleaning guns.
  
  Most likely, what you are seeing is corrosion that can't be repaired without stripping & replating. If it is a high quality gun, you may want to consult with a restoration expert; if it's a low cost gun, it's not worth redoing.
