I am thinking about buying a Ruger Mini 14 223 , is there any thing I should be looking for in this gun before I buy?

Depends on what it is doing (ie feeding high/low). Modifying mag lips requires a gentle hand and caution. Start with a good quality magazine and adjust accordingly. Mini's are picky about mags to begin with.

Use a caliper and a good eye to match the feed lips of the aftermarket to the factory magazine--and don't forget to match the front and rear latch points to the factory mag.
Some of the poor quality aftermarket mags do not have their lips heat-treated--once the lips are formed properly you'll probably want to do some heat-treatment to keep them from bending out of shape. Others here can probably give you better adice, on the specifics of heat-treating, than I can.
Install a Ruger factory follower (you should be able to buy these from Ruger's parts dept.) and a Wolff Spring (Wolff sells replacement springs for Ruger's original factory 30rd mags.).
If the magazine you started with wasn't too poor, the above should make your mag work as well as Ruger's original factory one.0
