I am looking for a legal way to sell/buy/exchange non-firing replicas
between myself (in Russia), and anybody interested (in USA). Namely, I have
non-firing replicas of AKS-74U and RPK-74, made by Izhmash factory, Russia.
I am looking for non-firing replicas of western firearms, such as FAL, M-16,
and others.
I know, that according to US laws, my non-firing replicas cannot be traded
across the border because they have non-modified receiver, which, in US is
considered a gun in itself.
Please, help me answer these questions:
1. What modifications I must make to render my receivers legally
deactivated, and then allowed for trade?
2. Where can I find an information on what is considered a deactivated
receiver according to BATF regulations?
3. If you know any other forums for non-firing replicas enthuziasts, where I
can ask for more detailed advice on my matters?
4. Do you think it could be legal for me to trade my replicas after I
deactivate them in compliance with BATF?
My replicas presently have welded barrels with three holes drilled in them,
cut-off firing pins, cut-off top of magazines, cut-off gas pistons. The rest
of the parts is of regular Izhmash production.

Most of the relevant US gun regulations may be found in Federal Firearms Regulations Reference Guide (ATF P5300.4). The entire publication can be downloaded from www.atf.treas.gov.
Unfortunately, what you have proposed would be extremely difficult under current law. Not only must US firearms regulations be complied with, but also import & export restrictions on military gun parts. The Dept of Alcohol, Tobacco, Firearms, & Explosives controls the former, and the Dept of State controls the latter.
In order to deactivate the frame of a firearm, it must be cut through in at least 2 places, with a substantial amount of metal removed in the process. To replace the frame, you would need to manufacture a dummy frame that looks like the original frame on the outside, holds all the parts together so that they can function, but which is incapable of firing a cartridge.
The Japanese have produced some realistic plastic replicas. (The only Japanese who can own REAL guns are the military and the gangsters.) These might be the only kind that you can obtain.
