without knowing the type of launcher you have this is a tough call. Is it a muzzle type or a seperate unit like the m-203? Some 203's where drilled to satisfy ATF demill regulations. This could be the case with yours.

the launcher is the muzzle type. it is the 59-66 yugoslavian maid sks that all of the wholesallers are advertising now

If the holes are patterned they are likely gas vents. If however, they are random and not regular in spacing and placement, they are then, more than likely, drilled to de-mill the launcher, making it inoperative and therefore Legal under the absurd regulations pasted in the recent years.
