Why would you want to do that? If you use a smaller grain bullet, the recoil may not be much different. If you have'nt proper reloading equipment, don't try it!
Shoot the rounds you have and enjoy them.

Perhaps these gentlemen in the Swedish Rifle Forum would be able to answer your question?

Is this the ammo with wooden bullets?
Does this ammo come in boxes of 20, like the full metal jacket stuff?
If so, there is a number on the front, it is stamped on beneath the drawing of the bullet. I should be a total of 12 digits, with a space and a hyphen. If you will post that number I can tell you who made it and when.
Sorry I don't know about reloading them. Seems feasible.

I don't know about the Swedes, but some European nations have used fired brass and substandard cases for blanks / light loads.

THE AMMO WISCOKID IS TALKING ABOUT HAS A 'HOLLOW' BULLET AND A LIGHT CHARGE OF VERY FAST POWDER MAKES A LOT OF NOISE, '0' RECOIL, AND IS ACCURATE TO ABOUT 25 YARDS. I WOULD NOT RECOMMEND TAKING IT APART TO USE THE PRIMED CASES AS I BELIEVE THEY USED '2nd' GRADE CASES TO MAKE THIS STUFF. I ALSO BOUGH A CASE SOME TIME AGO AND USE IT TO GET MY 2 NEPHEWS USE TO THE NOISE AND OPERATION OF A CENTER FIRE WITHOUT THE RECOIL.

Thanks much for your help. Iconoclast and Mike Wiskey knew what I needed. Yes mike those are the rounds. Before I took one apart I thought they were foil wrapped dowels instead of "real" bullets. Must say it was fun showing the kids how to work a rifle bigger than they were. Long action, loud bang,no kick. Reason I asked was I didn't think Norma made anything 2nd grade. Usually it's close to a buck a round unloaded. Safety is the issue, I will leave those alone and reload my empty PMC casings. I bought 10 boxes and dies same time I got the rifle. Thanks again.

Using substandard components to make blanks and gallery loads has been standard practice in many nations - including the US . . . every so often you find some experimental / prototype .30-06 brass which were made into blanks. Just because Norma's production has a reputation for excellence doesn't mean they don't produce some which falls out of spec. Cheaper to use it in low stress applications than to scrap it and use the top quality for such purposes.
