Is the Saiga considered to be a AK series rifle? Thus banning it in California?

SilverBox, sorry to tell you that the Saiga is banned here in California. This rifle falls under CATAGORY 2 of the states assault weapons control laws. The CAT 2 rifles are those deemed by the Attorney General to be identical or nearly identical to rifles which were already banned back in 1989. In the case of the Saiga, the lack of a pistol grip or thumbhole stock makes zero difference as the AG has determined personally that these rifles are assault weapons and used his authority to ban them.
This is done under Penal Code 12276(e). This is a result of a law suit (Kassler vs. Lockyer) and as a result any firearm which is even a minor variation of an AK or AR-15, regardless of maker, is considered an assault weapon if the AG decides it is. The California Supreme Court upheld this dedecision and it went into effect on 16 August, 2000. All firearms subject to this ruling had to be possesed on that same day and then registered by 31 December, 2000. You are simply out of luck.
