More out of curiousity, but could a guy buy one of the machinegun parts kit, get it registered, do the sideplate and be legal.

  You are on the right track, but you have things out of order. You can purchase a 1919 parts kit without restriction as the kit is nothing but a collection of parts and is NOT a machinegun and cannot be registered as such. In order to actually construct a firearm with such a kit, you need to purchase a registered side plate. Once you have done the Form 4 transfer on the sideplate you are then free to assemble your kit onto the plate. You cannot build your own side plate, assemble the kit on the plate and register the resulting machinegun- that all ended in May, 1986.
  
  At this time a registered and original 1919 A4 would sell in the $10,000 range. A post 1968/pre 1986 gun built on a then new commercial sideplate sells in the $7,000 range. The registered side plates which are available for transfer these days move in the $3,000-$4,000 range- often more. That cost, plus your kit, plus the rivets, plus gun smith's fee to build up the gun must be taken into account. You alone are the only one who knows what the budget for such a project is, but I'd say $5000 minium to get a new 1919 up and running.
