Seems to me your describing the Sauer Model 38H, as I don't believe the earlier models (1913 & 1930) had a decocking lever?
If that's the one your talking about? It was made in Germany between the late 30's and the end of the war (1945).
The early produced ones were very high quality pistols and much sought after by collectors. Unfortunately the quality of the pistols deteriorated greatly during the war years and were pretty rough at the end. Production stopped at the end of the war, but the post war Sauers were able to use some of the advanced features developed in the earlier pistols. rufe-snow, of course you are right! The early models had no decocker and I totally missed that in his second post. The serial number range would also be correct for a Model 38H. We need him to see the photo for positive I.D. He could have a second military model, worth around $450 in the condition he describes. Looks like you caught me sleeping on this one- thank you. MTC
