    Sounds like you have zero or less than zero headspace which may be a good thing for accuracy. Removing metal from bolt or receiver is a gunsmithing job as is sinking the chamber a little deeper.
    Lapping in of the locking lugs might remove enough metal to ease the effort.
    Other than that you could bump the cartridge shoulders back a couple of thousandths in a bullet seating die.

    Check to make sure the front action screw isn't contacting the bottom recoil lug on the bolt.

    Has the chamber been thoroughly cleaned recently? Carbon (or other material) build-up will cause the headspace to be reduced & can also contribute to overpressure events.

    While you're cleaning the chamber clean all the crud out of the locking lug recesses in the action. One itty bitty sliver of brass can cause the problem you describe.
