    Usually when a handgun shoots low and to the left it means.The shooter is doing something wrong.Jerking trigger or flinching.

    ATF is right. Low and to the left is common for a right handed shooter. Put it on the bench with the muzzel end of the gun rested on a block and only one round in the gun. Then squeeze the trigger with the very tip of the trigger finger. Do this several times taking at least a 3 minute break between rounds (remember, 1 at a time) and see how they sight. If they are still off, you can loosen the set screw and adjust the windage, but you'll have to file to top of the rear sight to raise the group. Don't do it unless you are sure it needs it, because "put on" tools are hard to find.

    Measure twice, cut once.
