A friend got himself in some trouble many years ago. He ended up with a felony conviction. Now he wants to start hunting. He knows he can use a bow and arrow. He wants to know what the laws are on front-stuffers. He realizes he can't use modern firearms, but where can he find info on what is legal?

That would depend on the state the friend lives in, some states don't consider muzzle loaders as firearms. While in others such as NY once you have both the gun and and the powder and balls the wallhanger has turned into a firearm.

In NY he can use either the Bow or a Muzzleloading rifle . Exceptions to be able to use the rifle would be and Encore or NEF gun that will interchange barrels and use regular ammo.

According to Federal law, he can hunt with a muzzleloader.
As was stated, the Encore and NEF are considered modern firearms, since you can put modern centerfire barrels on the receiver.
He can get an inline such as the Omega, Knight Disc Extreme, or the Savage and he can outshoot any shotgun with slugs, and many centerfire rifles.0 -
Be careful. When getting a hunting license, some states ask if you have been convicted of a felony. If the answer is yes they won't issue one. Also in my state when conducting a private sale of long arms a hunting is prima facia that the person you are selling to is not a convicted felon. Know your state laws. 0 -
I know Alaska allows felons to use muzzle loading rifles. I don't know if the Savage qualifies, because of the smokeless powder. However, that would be easy enough to find out.
It's the Federal laws we need to explore. Does anyone have a link to the specific regulation in the Fed Code?

The feds do not consider a muzzle loader a firearm under the GCA codes. However certain states (like Wisconsin) do not allow you to hunt with a muzzleloader if you are a felon. My AG told me that if it goes bang it is a firearm, and therefore a felon can not use it to hunt (which gets be wondering about silenced firearms[:D]).

Hello, if it was "many years ago" maybe he can have the conviction pardoned or set aside if he has "repaid his debt to society". Then he would be a free man again. That is what I would do in that case. Worth looking into anyway.

The point is not whether it shoots smokeless, the point is whether a modern centerfire barrel can be put on the receiver.0 -
As S#1 said, he should at least looking at getting his conviction expunged. He will need a lawyer ($$$) but that would have benifits other than gun ownership.
