    While Mark is technically correct, Fed Ex's web site and UPS counter clerks have told me that they will not accept a handgun from a non-licensed individual. That is just company policy not law. But any type of FFL is acceptable.

    unless your state has some laws otherwise, Mark is right. You don't need any license to send a firearm to an FFL. IF your state does requier FFL to FFL mailing only, I doubt your C&R will help.

    In my experience, success in mailing has too frequently depended on who exactly was working the counter. Most workers at USPS, UPS don't know their own regulations--not that I know all of those from my own workplace off the top of my head either. But, what this means is that your chances for success on the first time will be helped if you know and can site the actual postal codes and if you can talk to a manager or something.

    Both FedEx and UPS will accept firearms shipments from unlicensed persons and their tariffs cover that. The problem is that a lot of people only read the first part of the paragraph covering firearms shipments which cover shipments between licensees. The second part allows shipments from unlicensed persons to licensees for repair or customization.

    AND, a C&R holder may not ship a handgun via USPS, only a dealer may do that, though it does happen. This is a Postal Regulation.
