Per your request, here's what I found out...
Using the number you gave me, I talked to Cindy, a duty officer at the Illinois DNR today...
Good news! She said that rifles are legal for hunting coyotes (along with racoons, possums, skunk, squirrel, etc.) in Illinois, and there are no restrictions on caliber if on private land. On state - or any public land, rifles are limited to .22 caliber rimfire, with a few areas allowing .17 caliber and shotguns/slugs.
Coyote season is open year round. She corroborated what was stated in the 04/05 DNR link: rifles may not be in the field during deer season. Other than that, no problem.
