    WCC denotes the following manufacturer:

    Western Cartridge Company (Olin), East Alton, IL

    Western and Olin are Winchester Companies.

    86 the year of manuf.
    Either govt. ammo or over run that they made for govt. and sold on commercial market.

    Got bunch stamped R A with what looks like verious years 68, 70, etc
    My best guess that it's Remington

    The manufacturer identifications provided are spot on. I would note, however, that it is very likely this is not *military* brass. This sort of headstamp marking is used for many contracts to *civilian* Federal agencies - I have several examples of Treasury Dept. (Secret Service) and FBI loadings with the "initial - date" style headstamps. I have some of the original boxes, as well, so this ID is definitive.
