H&K "International Training Division"

I saw a .40 cal. H&K Compact today with a glossy slide that was marked - "International Training Division". The gun came in a special wood case with a medallion that also said - you guessed it - "International training Division". The gun was manufactured on Jan. 12, 2000. The dealer didn't know too much about this gun, so my question is -

Is there any story behind this branding
and
what would the value of this weapon be??
