Can anyone tell me if it is OK to use military surplus ammo in a Winchester MOdel 70 Carbine chambered ofr .308 Win?

  some people will tell you that military ammo and factory ammo arent the same, and they may have some very small differences, but both with work well in your rifle.

  I would only purchase non-corrosive ammo. If you would want to consider reloading used cases you would need to make sure that it is Boxer (non berdan) primers.
  From what I read best surplus in country now is Australian ammo. There is ammo from India available that some have reported as questionable.

  If it is a new gun it should be ok. Military ammo is usualy loaded a bit hotter then standard ammo. The case is actualy a bit different too. Here is a link that has a pic and can answer most of you questions http://forums.gunbroker.com/topic.asp?TOPIC_ID=134607

  A Winchester Model 70 should handle any properly loaded .308 ammo including the military. It is a modern and very strong action. I would not shoot any corrosive ammo in it unless I was familiar with the correct method of cleaning after corrosive ammo use.
