Shipping to Germany

Does anyone know if it is legal to send gun parts to Germany. This guy wants to buy a Cobray PM-11 upper receiver that I have for sale on gunbroker.com. Any help would be appreciated.[:D]

  You will need an Export Permit from the Dept of State. They have a long list of munitions that cannot be exported.
  
  This will be more trouble than it could possibly be worth; I always specify in my gun-related listings, "US only". Life's too short to get needlessly involved in government bureaucracy.
