ICONOCLAST: unfamilier ammo box markings???

we have a customer who works for NCIS...
as a favor he obtained a NCIS issue / marked box of ammo for my collection. i am unfamilier with the loading / markings / history / box art on this one and thought you or someone else might shed some light on these rounds.

its a brass cased jacketed hollowpoint...
i thought that military ammo could not be hollowpoint...
prohibited by the GENEVA CONVENTION ???
please shed some light on this one for me if possible. its an intruiging addition to my amatuer collection.

I cannot comment on this exact box / loading, but I believe it is likely the same as the "FC 91 9MM L" ammo I have (also have some with a smaller HP cavity marked "WCC 85 9MM"). As I understood it from the individual from whom I purchased the boxes, these were intended for Special Ops units conducting missions against non-military enemies (e.g., terrorists, hostage rescue, etc.). I recently was advised by a former SEAL that the 1991 issue I have was intended for use in urban areas and is very much +P+, but very accurate and reliable in the issue Berettas. I also have "Black Talon" .45 ACP with a "W C C 9 5" in an Olin military box marked "DODIC A47X" . . . the lot numbers were obliberated. Again, I was told these were intended for Spec Ops units (likely on black operations?). I'm not terribly surprised that the 9mm load migrated from the SEALS to NCIS.
It seems evident that our elite forces have tailored their inventory to include munitions which would not be employed against a "conventional" enemy and it makes good sense to me. OTOH, I don't think I'd want to be captured with such ammunition on my person.

i have been looking for a nice BC headstamped current mil. contract piece, and have not encountered any yet...

I've not seen any of the BC ammo as yet, but I'm sure it will make its appearance in due course.
