Remington 700 PSS .223
I am thinking of buying this rifle for my Dad for Christmas. I found one for $799 at a local gunshop. Is this a good deal? It has the fluted barrel. What kind of groups can I expect at what ranges? Thank you in advance.

799.00 is not a great price but also not a bad one.
The PSS is a good rifle and most of them produce 1MOA or less groups from my experience. However I've seen some that won't shoot for bababooey, even with hand loads. Is your dad set on a PSS? Or do you want a tack driver in 223?
If you are not set on a PSS, try the single shot savage varmit rifles. I picked up a 10FP 26" 308 LE2 Model with accutrigger for 450 brand new. Just broke the barrel in yesterday and at the end of the day it shot well under 1/2" 3 shot groups with Federal Gold Medal 168gn. Not too bad for a 450 bucks. I plan on picking up one in 223 next.0 -
He saw the PSS Saturday while at the local gunshop and said that he would like to have it but his money is tight right now, so I figured I would pick it up for him and give it to him for Christmas. The guy behind the counter told me he would pay the tax if I paid in cash. I was under the impression that this was an accurate rifle.

ANY heavy barreled rem 700 that doesn't shoot has one of two things wrong,..a fatal manufacturing flaw,..or a poor shooter holding it. I have YET TO SEE a PSS, Sendero, VS, VLS etc made in the past 10yds, post groups any larger than 3/4moa and 99% will easily hit 1/2moa with premium factory ammo. All mine are 1/2moa consistent.
The price is OK,..not great. Is it new? if so,..that is right in line and a decent price. The Sendero SF and VSSF are now ~$725 dealer cost,..so that would be a small markup if it is indeed new (considering the PSS always sold for a bit more).
The swat team here in town has chosen them as their tactical rifles and for good reason,..they always shoot well.
I have personaly worked the load ladder on sendero SF's in 300win, 7mmrem, 7mmRUM, 220swift, 308win all in the past year. ALL of them with handloads cut one ragged hole at 100yds and will often maintain 1/2-3/4" at 200yds.
A trigger job and some skim bedding is all they need and they can be used in the factory class bench rest category and will quite often finish on top.[8]
why chase the game when the bullet can get em from here?....
