6.5x54 M.S.
A friend has a Mannlicher-Schoner model 1902 in 6.5x54 with a barrel that says JEFFERY. He has reloaded all bullet weights for it, and cannot find a load that does NOT key-hole!! The fired cases appear normal, no blackning, and he has scrubbed the bore repeadly, it looks clean. Any ideas??

I have a 1903 6.5x54 and it shoots everything from 125 Partitions to 160 gr RNs well. If it has been rebarreled, you might want to check the rate of twist using a marked cleaning rod and seeing how far it travels between revolutions. The spin in factory barrels is very quick, though I forget exactly what it is. If the twist was slower, to keep from key-holing you'd need to decrease bullet length and increase velocity, to the extent of safe loads. this is valid as long as there are no defects in the barrel that are causing the problem. 0
