    The NICS check is required for purchases by non-licensees according to federal law; it is done in all states. Many states have Gun Owners Cards, CCWs, etc, which allow buyers to avoid lengthy delays & background checks required by state law; however, the federal law cannot be disregarded by dealers no matter how stringent state/local law may be.

    Federal law does not require a NICS check for a Curios & Relics licensee, since that is done every time the license is renewed. Some states are not satisfied with this, & still require a NICS check for C&R holders.

    National Instant Criminal Background Check System Fact Sheet


    Persons holding firearm permits which qualify as alternatives, per the ATF, under the permanent provision of the Brady Act are not required to undergo a NICS check.

    They used to print a list of the States that qualify,not all do.I had one and cannot find it,here in Maine the CCP does not qualify.
