AR-15 COLT 9 round standard?

why on earth does colt list the magazine capacity of their Match Target HBAR (or whatever they are calling their AR-15), as 9 rounds, i have never seen a 9 round magazine for an AR. 9 rounds was also listed in the Oregonian when the AWB exprired as capacity for the AR-15? anyone have an explanation for this, and why would you use a 9 round magazine?

  I bought a Colt HBAR about 6 years ago and it came with 2 9 round magazines. I don't know why. I bought a SP-1 AR-15 Colt in 1975 and it came with 2 20 round magazines that had internal blocks that limited them to 5 rounds.
