Building a pistol??
Ok now I know you can't make a pistol out of a rifle without paying a tax as a short barrel rifle. But what about taking an 80% receiver for a 10/22 and finishing it out as a pistol. I have a hand made stock that came out of a police auction. Someone cut the barrel down to 8" and built the stock so he could carry it in a briefcase. He showed it one of his buddies who narced him out. The PD arrested him and confiscated the weapon. The reciever was destroyed but I got the stock and trigger group and bolt etc.etc. Now am I wrong to think I can assemble it as a pistol on a new reciever as long as it has never been a rifle.

If it's legal in the locality where you live, it's permitted under federal law to build your own receiver. However, unless you have skills as a machinist, it will be quite difficult. And, you will end up with a butt-ugly pistol, but, knock yourself out.
