Both of them being bolt action rifles, I see no trouble for a civilian owning one.
Seems to me that you have to "close" dealers.

They are legal to own here in Denmark in any and all configurations - it's not that they are restricted to the military or anything.
The most widely used here, is the .300Win Mag. and .308Win calibers.

The L96A1 is the British Army designation of the standard AWC PM. The L96A1 won a British Army competition by a slight margin over the Parker-Hale M85 to become the standard sniper rifle for the British Army. The PM utilizes an aluminium frame over which is placed a high impact plastic stock. An adjustable Parker Hale Bi-Pod is fitted as standard. An uprated version, the AW, features many minor improvements, including an easier bolt action, frost proof mechanism, muzzle brake and a 10x42 hensoldt telescopic sight. The L96A1 is capable of sub MOA with military ammo, and gets to about half of that with good match grade ammo. The AW is imported to the US by Accuracy International, and is for sale to the public.

The PM Super Magnum, or Super Magnum (SM) as it is now known, is esentially an Artic Warfare rifle upgraded to accept the high power cartridges, especially the .338 Lapua. The barrel is slightly longer to take full potential of the .338, and the range is increased signifcantly. This rifle is approaching the range of the .50 cals, but yet its only slightly heavier then the standard 7.62mm version of the rifle. Accuracy of all the AI rifles gets down around .5 MOA.
Several military forces around the world are adopting the Super Magnum as a special purpose sniper rifle. The U.K. was one of the first and has designated the rifle L115A1 and uses it as a "platoon level support weapon".

These are both fairly expensive firearms but are available for sale to the general public on the standard Form 4473. The stock configuration is also available to fit the Remington 700 short and long actions with detachable magazines; 5 & 10 rd. for the short and 5 rd. only for the long. These are also available as complete rifles with the Remington receivers.

I have a L96 AWP model from CFI, It's price is a little high but I got it at dealer cost too.
There is no special paper work for it here in Texas.0 -
Form 4473 isn't special paperwork. It's the yellow form that has to be filled out by all average citizens who don't have an FFL or CCW in some states, for purchase of a firearm. It is required by the Federal Gubment, BATFE.
And you're right, expensive is a relative term. I happen to consider $4,000 to $5,500 (retail) each to be a bit pricey. But in their defense, most of them [(20).308 & (7).338 Lapua] that I have fired were fairly accurate with decent Match ammunition; Federal, Norma and Lapua. The Canadians had a run of real nice .338 Lapua that you can sometimes find on the surplus market, also.0
