    I'm pretty sure a private party can ship to a FFL. You should get more informed answers than this one. If not, post again and I'll get my book out.

    anyone can ship to a ffl holder however, there are special regulations on how you ship handguns. as a matter of fact to the best of my knowledge firearms can only be shipped to an ffl holder no matter who is doing the shipping.

    IN has no law prohibiting a FFL from receiving a firearm from a nonlicensee.

    Some dealers just don't want to receive a firearm from a nonlicensee. They are required to enter the sender's name & address in their bound book, if a nonlicensee. I know some dealers who have received a firearm with no return address, or an incomplete one; this puts them in a bad situation. I suggest that you offer to first send the FFL a photocopy of your drivers license, which will provide documentation of your identity.

    If the FFL is stupid enough to still refuse to accept it, you should tell the buyer to find another FFL.
