Law Enforcement Only AR 15

I have a client who wants to bid on GB #23271019. Would someone tell
me how a "law enforcement only" gun can be sold to a civilian? I thought such guns, when sold to police, could never be sold to anyone else. Is this auction on the up and up?

  Mark, thanks for the input. I was under the impression that guns made and sold as "law enforcement only" during the ban would be restricted although new versions made after the ban could be sold.
  Does this mean that Keislers and such companies can now sell all their former "law enforcement only" ARs to the genral public? That should bring AR 15 preban prices down in a hurry.
