Louisana Purchase Exposition Sword

I am trying to find out information and value of a sword(/Saber?) that has an inscription inside massive engraving on one side saying: Louisiana Purchase Exposition. On the other side of the blade, also with lots of flower engraving, it says: He who conquers by the sword will perish by the sword. It is not very sharp and it has a scabbard. There are brass initials J.G. on the hilt. The sword is 26 1/8 inches overall and sword inside scabbard overall is 27 3/4 inches. I have not been successful finding info on this item with Google.
