Class III in NYS

In the state of NY, regardless of county or city laws, is it possible for a Class III dealer to own fully automatic firearms?

  LOL,
  If you can get a class III lisence. And then they limit you to a "salesmans sample", no shooting I was told the only way to get a class III in NY is to be a manufacturer.

  I am still not sure about this. Anyone here a class III dealer who has sold or bought with class III's in NYS or know anything more about this?
  
  I will be contacting my regular inspector of course (dealers usually deal with inspectors, if you are dealing with agents then its usually not just idle chit chat) but would like a little info going in.
