best .223 bullet weight
I'm soon going to buy an AR15 type carbine with a 16in barrel and a 1:9 twist. What weight of bullet should i get the best performance out of? And also what weight does the US Army use in their M-4's?

With the 1 in 9 twist you can use anything 55grains and up. I would stay away from very light bullets with that fast a twist as very light bullets sometimes come apart in flight.
The military, I believe, uses the 62 grain SS109 rounds in both their M-4's and M-16's as well as the M249 SAW.
