Question on AR-15 Pistol

I'm seeking clarity on building an AR-15 style pistol. To my understanding it is legal to build a pistol on striped lower if the lower has never been assembled into a rifle, correct? And said newly assembled gun would not have to have exise tax paid on it as long as I wasn't a manufactuer or going to make a habit of selling them for profit. Is that correct? I'm feeling kind of fuzzy on this topic and would like the input of those more familiar with this area then me.

    one correction... there is no excise tax paid on a lower... only on completed firearms... those lowers sold and later combined with uppers to make firearms end up skirting the excise tax.

    hey guys can i do that too with a ak? buy the lower and add parts to make a ak pistol. i just can't take the butt stock off right?
