when this "ban" sets. Can I buy from my local dealer a gun that is stamped "restricted sales law enforcement / military only" in accordance with the expired ban?

if not, how long until I can get a M4 style ar 15, with the "evil" features. All I really want is a collasping stock, they other features are not that important to me.

Can I buy a "post ban" gun and put my own collapsing stock on it?
