They are both fine rifles for the money. I have the USRA Super Grade and a buddy of mine has the Kimber. Accuracy is about the same.Fit and finish on his may be a bit better. Action on mine is smoother(but has been shot more) In my opinion its a toss up. (But of course I like my rifle better) One thing to think about, does Kimber(Kimber Manufacturing inc,Yonkers NY, formerly Kimber of America, inc., formerly Kimber of Oregon, inc) want to sell rifles or does it want to sell pistols, and will the company be here, to stand behind their products, at all in the years to come?

I fit only half of your specs- while I have no direct experience with the Kimber, I have years of experience with the M70, both in pre-64 models and with the present Classic style, of which I have one in Super Grade. It's somewhat different from the current SGs, it was in that first run when SGs were introduced in the 80's. It was a 338 and it has worked as well as anyone could ask; the only thing I have against it is that it isn't as experienced as my 1960 Alaskan.
