what are the rules concerning a firearms transfer in the stater of Pennsylvania ?

Long gun or handgun?
You will need to ship it to an FFL in Nebraska. Once you have a copy of their FFL, you can ship via common carrier (UPS, FedEx) directly to the FFL.
If a handgun, I strongly recommend that you ship it through a PA FFL. This will ensure that there is an official record of the transaction should the State Police come ask you any questions later. Remember, the handgun is registered in your name with the State Police unless you have official proof that it was transfered out of state. I use my local FFL (he charges me $10 for the transfer plus ~$15 for shipping) and keep the shipment documentation in my files.

If you decide to ship it yourself, you can use USPS or FEDEX/UPS ground. If a handgun, you can only ship it FEDEX/UPS Next Day Air; be sure that the buyer understands this, & is willing to pay the outrageous charge.
An FFL can ship it by USPS if it is a handgun; so, even with his fee, that may be the cheapest way to ship.

If you don't have an FFL it was not legal for you to ship the Contender thru the Postal Service.
