I thought that it was illegal to attach a stock to a pistol unless was an antique and curio. If this is true how does Beretta sell the carbine kits for their Nero's?

You may attach a stock if at the same time you change the barrel to be 16" or longer and the overall length is at least 26". You will notice that in the Beretta Ads for the Neos conversion, it shows both a stock and a barrel/forend assembly. These pieces must be added at the same time. Only changing one or the other will get you in trouble.
This system has been used on the Thompson Contenders for years. If you have a Barrel 16" or longer, you MUST have a stock. If you have a barrel less than 16", you MUST NOT have a stock or you will be in violation of federal law.
In each case, the weapon must first be classified as a pistol and then can be converted to a long gun by adding the longer barrel and stock. You however can not buy a gun that is clssified as a long gun and then convert it into a handgun, by shortening the barrel and removing the stock. You must be 21 to buy a handgun and only 18 to buy a long gun. There are more restrictions in buying a handgun than there are in buying a long gun (in most locations). Hence if you are legal to buy a handgun, a long gun shouldn't be a problem.
Anyway, in each case, the longer barrel and stock MUST be added at the same time to remain legal. If you just at the stock, you have a "short barrel rifle", which is a class II weapon. If you add just the longer barrel and not the stock, in most cases, the overall length will be less than the federally required overall length of a long gun which is 26". Hence there, you would be in violation of the AOW rules as well.
So as long as both items are added at the same time and then removed at the same time later, (if desired), then you are okay. Then of course there are various local regulations that you might need to look into, but there is the basics as the Federal gov't requires.

Am I understanding this correctly, that one cannot have a "pistol" with a barrel longer than 16" (for example an XP-100 with an 18" barrel in some varmint caliber for long range)? I knew that there was a restriction on barrel length for long guns but I did not know of one for handguns (except of course when using detachable butt stock). I also did not know that overall length applied to handguns. I thought this was only a long gun rule.

Barrels 16" and over qualify as a long gun. A less than 16" barrel is a handgun as long as it doesn't have a stock. If there is a stock and a less than 16" barrel, then you have a "short barreled rifle" (Any Other Weapon) that requires special registration as such (where allowed, otherwise it is just illegal).
Shotgun barrels must be 18". Overall length of a long gun (rifle or shotgun) must be a minimum of 26". If your barrel is 16" and over, it must then meet the overall length of 26" standard of being a long gun. If you have a long gun that is less than 26", you are in violation of federal law.0 -

Bobby, You got it before I did, there are no limits to the lenght of a pistol barrel. That applies to rifles and shotguns only I believe.
