    Hey, Duke, how's things? Long time, no see.

    Where I don't collect nor normally handle material over .60 caliber, I'm not absolutely certain of this, but my understanding, based on observation of items readily bought and sold openly in all the normal venues and conversations with those who do collect this material, is that the key is the payload.

    Under 27 CFR Sec. 479.11, any "missile having an explosive or incendiary charge of more than one-quarter ounce," falls under the NFA. Where much live ordnance of 20mm or greater diameter contains an explosive element, usually those are prohibited items.

    Again, based on my observations and the unofficial conversations I've had, live 20mm rounds with inert projectiles (either originally such as a training practice loading or deactivated) or those without the prohibited elements in the projectiles can be sold and shipped, subject to the normal restrictions. Examples of material I've seen sold openly with no apparent problems include TP rounds ranging much larger in size than 20mm as well as AP, APT and similar loadings in sizes of 15 to 40mm. Once you get above that size, the primer assembly alone can hold more than the 1/4 oz. of explosive material, so the whole specimen needs to be deactivated to CYA.

    This is purely my opinion and to be perfectly safe you should consult someone more knowledgeable than I, but I think as long as the projectiles do not contain HE or incendiary elements, you will be on the right side of the law.
