AR15 pistol lowers

How would one aquire a stripped lower for use in building an AR15? I assume that I cannot just use any old stripped lower I've purchased as a starting point. Could I just have the stripped lower classified as a pistol when filling out the 4473?

    Actually I was told by one of those "in the know" several years ago that the receiver must be registered at the manufacturer as a pistol or a long gun. The dealer can't just arbitrarily call it a pistol on the 4473 if he feels like it. It must have been designated as such prior to that. Back before the ban you could buy a receiver and send in paperwork to register it as a pistol, but they halted that as of 1995, less than a year after the ban. Since that time the only legally made AR pistols have had to meet certain weight and feature restrictions like the Carbon 15 series and the Olympic OA98 with its skeletonized frame and grip. If you could just have the dealer write "pistol" in the "type" box people would be "legally" making AR pistols left and right. Not to say that people aren't assembling them, just not legally. Any bare receiver that has been made over the last 10 years was designated from the factory as a long gun receiver, whether it has ever had a stock on it or not, that serial number was assigned as being a long gun. To build it as anything else would take registering it as a handgun with the ATF and as I previously mentioned, they stopped letting people do that back in 1995.
    I agree that waiting until after September might give you that ability again, but there is more than just having the dealer book it out as a pistol on the 4473.

    My $.02 says that after 9/13 (or is it 9/14) you will see plenty of stripped lower 'pistol' receivers advertised in Shotguns news from the manufacturers.
