As long as it has a fixed choke. Otherwise you'll need a steel shot choke.

Hello ruger891022...
I believe that the NEF is a relatively new gun, and it "should" be made to use/shoot steel shot, but if in doubt, contact NEF. With that said, generally speaking, steel shotshells should not be used in any of the older fixed choke shotguns (unless the barrel is marked for the use of steel shot). If the gun you have has screw in chokes, you are probably OK to use/shoot steel shot.

It has a fixed modified choke, is this ok to use? what would happen if you used steel shot in a fixed choke shotgun?

As I stated before, contact NEF directly concerning the use of steel shot in it... they will know the answer to your question. That said (again), generally speaking, the more open the choke is, the less likely you are to damage the gun by shooting steel shot in a gun not specifically made for it.
If you shoot steel shothells through a shotgun with a fixed choke that is not designed for it (e.g. a Belgian Browning A5 with a Full choke), it will most assuredly blow the choke out at a minimum, and will bulge or split the barrel at worst. I personally saw that exact thing happen to a young fellow who had inherited a beautiful old Browning A5 from his Grandfather, and he had shot less than one full box of steel shotshells through it before the barrel was irreparably damaged. The poor kid was tremendously upset at himself for ruining that nice old A5.
