    Best way in my opinion to reload for this round is to buy surplus($30-$40 per 440 round tin), pull the bullet, and install my own powder, reinstall the bullet that came out of it. You won't find a cheaper way, the bullets fit the bore in this way, and you can still get the load you want. I use H4895, and you can use 60% of the max in this round with this powder(per Hodgdon site, youth loads)all the way up to factory power. Brass is hard to find and expensive with the boxer type primer, and the surplus type brass isn't reloadable. The slightly odd size bullet gets expensive too.

    Here are the reloading tables for the 7.62 x 54, from Steve's excellent reloading site.

    He lists the correct bullet diameter as being ".310". I feel that open to speculation.

    Since your Romaian rifle is gas operated, the bullet weights and powder charges/types of powder, will have to be adjusted on a trial and error basis, to come up with the most accurate load, THAT FUNCTIONS YOUR RIFLE SAFELY.
