C&R License, Do you have to be over 21?

Somone asked this in general and its already got one conflicting reply.

I would like to know for certain is it 21 or 18? If its 18 I can apply for mine right now and not have to wait till August.

  I would say 21, because there are alot of pistols and revolver that are C and R, and you have to be 21 to own a handgun.

  Wish I still had that problem....[TO YOUNG TO BUY A HANDGUN]...Now Im almost to old to shoot one...
