high capacity post ban magazines

I recently came across a auction at another webstie that was selling 30rd AR-15 magazines made in May 2000. I thought it was illeagal for a civilian to sell or even own these. Also it's illeagal to buy them too, right? I talked to a FFL dealer, he didn't think it was illeagal to buy or sell.
Can someone clarify this for me?

  It depends.
  
  All hi-cap mags made in the US > the ban date in 1994 must be marked to indicate that they are for LE or foreign sales only, & simple possession of one of these could put you in a federal jail. So, you need to know if these mags are marked.
  
  Hi-cap mags could not be legally imported into the US for civilian sale after the ban date. However, some were smuggled into the country, &, since these would be unmarked, would be legal to buy, sell, or possess (unless banned by state/local law).

  Yes, it is illegal for civilians to own them. FFl Dealers may have them in their possesion for the purpose of selling them to LEO's. The same is true about Pre-Ban Style rifles that are marked LEO. I would recommend staying away from that auction.

  the only way I know they were made in 2000, is just from what he said in the auction description.

  From my experience it is hard to tell when clips are made. For example, I have Colt 30 round AR-15 clips and no way I can tell when they were made. I just think so many were manufactured when the trail balloon was going up that the market is flooded with prebans.

  Cheaper than dirt has hi-caps all the time and will ship them to almost anywhere except KILAFORNIACATION just go to the website.

  also they were NIW, sealed in a plastic bag with some print on it. it must have had a date on the bag.
