Can a private party ship a C&R piece to a C&R FFL holder?

There is a lot of AND'S, IF'S and BUT'S about your question.
It always made me real nervous. To the best of my knowledge you can't check out a "O3" license on-line, like you can a "01", i.e. the paperwork could be as phoney as h*ll and you wouldn't know the difference.
Some States, Cities, Municipalities, etc don't recognize a "03" license,i.e. they have specific laws regarding the transfer of firearms. You have to obey those laws. A "03" license doesn't mean diddly-squat in these areas. If you send a functional modern firearm that take easily obtainable ammo, to one of these areas. You COULD be putting your A*S in a sling.

Thanks for the reply rs. Actually I am the C&R holder and a friend wants to send me a C&R rifle. I'm pretty new to this and the C&R manual reads about a easy as the phone book!

Send him a copy of your license and have him put it in the mail.

Since you are the C&R holder, you should have a copy of ATF P5300.5, State Laws and Published Ordinances - Firearms. This lists all state & local laws that were in effect at the time that the book was published. The shipper cannot get into trouble if he first checks this book (paper or online) for the recipients state/locality before shipping.
Yes, there is a theoretical possibility that a phoney C&R copy could be created, although I have never heard of this happening. Since you are dealing with a friend, there should be no problem here. Before shipping to a stranger, it would be prudent to verify his identity by asking for a copy of his drivers license, too.
