glock 21 hi cap mag

I just purchuse a hi cap mag for a Glock 21 here at gunbroker, I try to load it and I can omly get 12rds in it, it is a 1st generation non drop free is this normal? (I did it by hand with no loader)

  I have both the drop free and non- drop free G-21 mags. Sometimes that last rnd is pretty hard to get in. Try using a mag loading tool.
  
  Your mag should hold the normal 13 rnds.

  Tap the magazine down sharply on a solid surface while loading, which seems to "settle" the cartridges already loaded so as to allow the last round or two to be loaded more easily.
