9mm cartridges

What separates different 9mm cartridges similar in velocity and energy? 9x19; 9x21; .38 super; 9mm largo,...Are very strong differences among them?

Is true the 9x21 was created to be allowed in "forbidden military caliber for civilians" countries as Italy?

  The 9X21mm was indeed a commercial developement designed to get around the laws in a large number of countries which prohibit the ownership of military caliber firearms by civilians (particularly handguns). It was always interesting to me that when I'd visit some friends in Brescia Italy who own a gun shop, they are not allowed to sell 9mm pistols to civilians but the more powerful .40S&W or 10mm pistols are just fine! There are perhaps a dozen different 9mm pistol cartridges and I would guess that the 9mm Winchester and 9mm Winchester Magnums were probably the most powerful of the lot with the old 9mm Mauser coming in at around the same power level.

  There are dimensional differences in either the length or diameter of the (4) different cartridges you mention.
  
  This doesn't mean that they can't function interchangchangeably in CERTAIN pistols. In the past I've owned pistols chambered for the 9 x 23 Winchester/ 9mm Largo, which would function with all of the above (4) cartridges. This is possible as long as the CORRECT magazine for the cartridge is used.
