The term "preban" does not apply to an SKS; it was never classified as a "semiautomatic assault weapon".

There was a ban on importation of Chinese firearms in 1989. If yours is Chinese, it has to fit the bill, unless somebody smuggled it in illegally- not likey, that's a lot of risk to take for a small monetary gain. Maybe that's the "pre ban" that was meant. 0 -
The 1989 ban didn't effect the standard SKS, only the one that took, from the factory, the AK mag. The Chinese SKS's were later effected by a bill that passed in November 1990. It was at that time that the Chinese ones could no longer have a bayonet installed. They still often came with a bayonet in the box unattached for several years however. The bayonet lugs weren't commonly removed until 1993-1994. The Chinese SKS's and various MAK's, etc. were halted from importation in May of 1994. It was later that same year in December that a massive number of Chinese weapons were released from customs where they had been since May of that year.
In regards to being pre or post ban, SKS's aren't exactly like their AK counter parts. Chinese SKS's started coming into the US in the early to mid 1980's. Russians in the early 1990's. Romanian SKS's came in starting in the late 1990's. Yugoslavias in the mid-late 1980's and then not until starting again around 2000-2001. The Albanian ones in about the same time period, 2001-2002.
So, to clarify, what country is your SKS from? In what respect was your question asked? What aspect of the SKS did you want to know about? If there are specific questions I can answer, let me know.

It will hardly matter, in a few short months! [:D]

look for the import stamp, whomever imported it will have stamped their company on the barrel or receiver somewhere's.
Also what is it? Chinese? Russian?
Are the serial numbers low?
I've got one of the first Chinese SKS's they built and has some Russian factory parts as that is what they were using at first when they started.
Serial number was super low.

On the Chinese SKS, unless it can be documented it had a detatchable mag installed and a couple or more of the assault weapons features before the 1989 ban, they cannot legally be on the firearm now.
