The .38 special ammunition will not cycle the action of the Desert Eagle. In fact some of the lighter .357 ammo won't cycle the slide fully either. I found that I had to use at least 125gr bullets. If I tried using 110gr the slide wouldn't cycle far enough to catch the next round out of the magazine. It would eject the spent round, but not catch the new one. (If you loaded your own, you might have different results. I was using factory loads.)

Unlike in a revolver, the Desert Eagle is depending on a certain amount of force being derived from the round going off to cycle the action. This is true with any semi-auto. In a .357 revolver, you are manually turning the cylinder by cocking the hammer or pulling the trigger. That is why you can load a .357 revolver cylinder with a variety of .38spl, .38spl+P, and .357magnum. The power of the round, is irrelivant to the function of the weapon. In the Desert Eagle, like other semi-autos, needs a proper amount of force pushing back to reliably operate the system. The Desert Eagle specifically is a gas-operated system and needs that proper force to function correctly.

If you were to use a jacketed .38spl load in the Desert Eagle, you would need to cycle the action by hand. As always, you should never use "non-jacketed" ammunition in a Desert Eagle. The use of lead can cause clogging of the gas system and ultimately damage the gun or make it not function correctly. I wouldn't recommend using .38spl in a Desert Eagle period, but if you were to use it, you would need to cycle it manually.
