bullets tumbling???

    A problem with the crown or rifling could cause bullets to tumble. But hearing the gun shoots some ammo OK discounts that.

    I would say its one of two things; either the rate of twist wont stablize the 25 grain bullet, or the powder charge (and velocity) is too great.

    It sounds like the spin rate is too slow to stablize the heavier bullets. Case in point.... When the military started to use bullets heavier than 55 grains in the M16's they had to increase the spin from 1:12 to 1:9. Either rebarrel with a faster rate of spin or use lighter bullets. You may experiment with veloity but think you may not get the desired results that way either but it might be worth a try. Let us know how it turns out.

    I have had some experience with the 17s over the years. I would like to suggest that the bore is badly fouled near the muzzle. The 17 cal. has rifling that is only .002 to .0025 deep versus the .004+/- of the larger calibers. If you push the velocity near the 4000fps range, the fouling builds up rather quickly. I figure in either of my 17REMs that I have a safe 20 rounds before I need to at least run a couple of patches of SWEET'S down the bore. I, for reasons too lengthy to get into, shot my 17 REM in an NRA sporting rifle match, I know it is not legal but I wanted to shoot, no ammo for anything else and the score did not count anyway, where I had 3 perfect side profile holes and still hit the 10 ring. VERY WEIRD! I saved that target for years until it just kinda fell apart.
    THROUGHLY CLEAN THE BARREL ANT TRY AGAIN.
    I too have not had any luck with the REM 25 gr. bullet. Both of my 17 REMs shoot sub minute groups and chronograph 4000fps+ with Hornady 25 gr. bullet that were introduced when the 17 REM was introduced. One of the rifles is a first year production rifle that I bought new.
