    In essence the difference is the ability to be sold in the US.

    GCA of 1968 placed import restrictions that the PPK could not meet, so along came the PPK/S which has a slightly modified frame to accommodate 3 1/4 barrel length.

    Specifically, the PP is a larger pistol than the PPK; the PP slide & barrel are longer & the frame is larger. So, because GCA68 awarded "points" for large size, Walther put the PPK slide & barrel on the PP frame, resulting in the PPK/S. That was enough to make it "pass".

    The PPk was stopped from importation due to it's small size, lack of target sights, etc., that was part of the formula promugated by the GCA of 1968.

    The PPkS mated the PPk slide and barrel with the frame of a PP to circumvent the restrictions. Once Interarms was licenced by Walther Ulm Do to maufacture the weapon in the U.S., PPk's were again available to the market.

    Also, it can be argued, that the PPK/S ended up being the most popular version and the best all-around size.
