C and R Holders Help Please!!!!

I have appplied for a C and R permit and it has turned into a pain. Three months, several copies of the forms and a conversation with some lady in Texas later, I just recieved today a box of regulation manuals and a form to order more forms but no license? Am I missing something? Is the license coming later in a seperate envelope or do I need to do something else.

Any insight from someone who has successfully gone through this process would be really, really, appreciated.

  I got my license in the mail about a week before the reference material. Yours probably got lost. Call the NLC at 1-866-662-2750 or 404-417-2750. They'll help you out.

  Hard to say...I got the books first also, but the whole deal only took 3 weeks..Can't imagine what the hold up is..Did you send in the form dealing with citizenship??...Folks that I called in Atlanta were very nice and helpful..I'll try to find a #..

  I just checked out the envelope mine came in....6" X 9". I keep the original in the envelope so I don't mistakenly sign it and send it off. I think all my stuff came out of Atlanta; I know the license did. Emery

  Reference books and license are mailed separately. The license is on the way if you have received the books. Give it just a few days.

  I rec my C&R in about 65 days. That was a couple weeks ago.
  I spoke with the gal in Atlanta named Cibil. She explained that "Nellie" used to process the C&R apps, but Nellie retired.
  
  It seems the new staff "Cibil" had to be brought up to speed and in the process got waaaayyyy behind.
